Terms of Reference

Company / individual(s) to conduct a two-day training on Green Deal Initiatives for partner organizations of Save the Children in Kosovo and support to design campaign initiatives on climate change awareness

I. Background

Save the Children is the world's leading independent organization for children. We work in around 120 countries to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives.

Save the Children in Kosova/o works on direct interventions and the establishment of good practices, capacity building of civil society and local duty bearers to respond to the needs of children. We also advocate for legislation and policies that will incorporate inclusive practices and have appropriate financial mechanisms to support systemic responses and therefore achieve long lasting positive changes for all children.


II
. General information on the project

The project “Regional CSO Strengthening 2017-2021”, implemented by Save the Children in Kosova/o and funded by the Swedish International Development Cooperation Agency (SIDA) is a regional replication of its sister project in Kosovo, which aims ensuring children's protection through establishment of responsive Child Protection (CP) systems and supporting Child Rights Governance (CRG) systems and mechanisms to be put in place regionally, namely in Moldova, Ukraine, Serbia and Macedonia. These efforts are mirrored in the main project objectives: 

  • Children are protected by a responsive child protection system, supported by a strong legislation.
  • Systems, structures and mechanisms for implementing children´s rights are in place in program countries and governments are including CSOs’ and children’s’ voices in these processes.

 

III. Objective

The United Nations Convention on the Rights of the Child (UNCRC) includes the right of all children to live in a clean and healthy planet, a protective and caring environment, to relax, play, and enjoy cultural and artistic activities, and to enjoy and respect the natural environment. Despite significant progress over the last decades, too many children worldwide still suffer from or are at risk of environment and climate crisis. Through EU Green Deal, the aim of European Commission is to make Europe climate neutral by 2050, to boost the economy through green technology, create sustainable industry and transport, and cut pollution. One of the key actions by European Commission is to create space for children to become active participants of the European Climate Pact through pledges or by becoming Pact Ambassadors.[1]

As per the EU Strategy on the Rights of the Child and in order to support CSO partners to implement the EU Green Deal initiatives in their countries, Save the Children in Kosova/o is seeking for a company/Individual(s) to:

  • Carry out a two- day training on EU Green Deal initiatives for CSO partners from Kosovo, Serbia and Republic of North Macedonia
  • Support CSO partners from Kosovo, Serbia and Republic of North Macedonia to design a shared, regional campaign with nationally-focused campaigning actions with children.

The outcome of the training is a stronger understanding of the EU Green Deal by targeted CSO partners and child-led campaigning supported by targeted CSO partners in each respective country. These actions are to be linked to the action areas of the EU Green Deal and will be directed to respective national governments in Kosovo, Serbia and Republic of North Macedonia for prioritizing environmental protection and climate change.

The training is to be held in English language. It is expected that the developed campaigns reflect national priorities/issues on envirornment protection and climate change.

 

IV. Methodology

The selected company/Individual(s) will be using online platforms to deliver the training in English language. It is expected to have an interactive approach in delivering the training.

 

V. Tasks, responsibilities and timeframes

The assignment must be carried out during May 2021.  The assignment is considered final once the training is completed and participants undergo the evaluation/certification process.

Review national (Kosovo, Serbia, Republic of North Macedonia) policies and legislation on climate change and environmental protection ; Review of partner’s organization narrative reports, good practices, national policy recommendations, technical solutions and other theoretical literature on environmental issues and climate change risks at children;

Conduct key informant online interviews with thematic focal points of CSO partners to gain a general understanding of their work in this area and to explore relevant  topics for the campaign actions

Prepare a document which lists the identified needs and proposes which will help development of training agenda/topics in order to address these needs. The document is to be approved by the partners, in collaboration with SCiK team.

VI. Save the Children
Child Safeguarding Policy

As a condition to entering into a consultancy agreement, the applicant must sign Save the Children International’s Child Safeguarding Policy and abide by the terms and conditions thereof.


VII. Remuneration /Terms of payment

SCiK will remunerate the Company/Individual(s) on daily net fee (including taxes that the Company/ Individual may bear in its country of origin

SCiK will make the payment through bank transfer in bank account within seven (7) working days upon receiving the final reports of the assignment and satisfactory invoice.


VIII. Company/Individual(s) Profile

The company/Individual(s) should have the following essential skills and knowledge:

  • Advanced university degree in environmental policy, environmental protection and technologies, and/or human rights with specialization on environment;
  • Knowledge on children’s rights international instruments and their situation in countries where the beneficiary groups of this training operate (strong insights on environment and climate change are an advantage);
  • Excellent analytical, facilitation, delivering training, writing, and communication skills;
  • Past Performance: Applicants must prove that they have enough experience in assignments comparable with the work they are bidding for in terms of scope and complexity and proven experience in conducting search assignments
  • Strong fluency of communication (written and oral) in English language.

The Technical proposal should have the following details: Understanding of the assignment and its tasks, Methodology and approach to be used, Operational plan with clear timeline, Outline of the team that will implement the work, with CVs for key personnel and clearly specified roles for each team member (if any)
